We would like to reiterate that there was no intention to represent any particular person. At the same time, we acknowledge that the circumstances make it difficult to dismiss the resemblance as a mere coincidence. We have received several comments from users and stakeholders noting this, and therefore, we are providing a more detailed explanation. During production, the teams responsible for characters and avatar design were separate, each working independently on their respective aspects, and there was no intention to design the character based on a real individual. That said, in the planning stage, the character concept was initially intended to represent a manager in the farming industry.&nbsp;However, at the time of implementation, in-application assets such as “workwear” were not yet available. As a result, readily available “modern items” were substituted, which contributed to the final appearance differing from the original concept. We have conducted a thorough review of all related information, timelines, and investigations involving relevant personnel. Based on this review, we have concluded that the character was not intentionally designed to resemble any individual. However, we fully recognize our responsibility for the implementation process that followed. During version pre-release validation, the possibility that the character might evoke the image of a real person was not identified, and the character was released as-is. This oversight occurred because the verification process primarily focused on internal service consistency and checking for similarities with related services and copyrighted materials. Consequently, the cross-referencing and review against broader information were insufficient, and the management functions within the business division may have been inadequate.&nbsp; <h3 style="text-align:justify" id="h5e54b683de">Response Following the Incident</h3>After confirming matters internally, we established a task force to discuss appropriate measures and decided to:<ul><li style="text-align:justify">Remove the character in question.</li><li style="text-align:justify">Provide an explanation of our response to users.</li><li style="text-align:justify">Review and consider future preventive measures.</li></ul> During this time, we postponed planned events while continuing to verify the issue and review further measures. We are aware that rumors have circulated regarding this response, some of which contain apparent discrepancies concerning the timeline of our discussions and decisions. So we consider them to be untrue. <h3 style="text-align:justify" id="hf4bc1b480a">Future Measures</h3>As explained in the background to this matter, we recognize this incident was caused by our internal review processes. In response, we will strengthen our internal verification capabilities and revise our production and supervisory workflows. We are implementing measures that combine both human review and tool-based information validation, which have been incorporated into our operations.Further, rather than relying solely on verification immediately prior to version releases, we are also reinforcing our validation framework in the earlier planning and proposal stages. By adopting a "shift-left" approach that identifies and eliminates risks before development resources are committed, we are improving our workflows to ensure greater quality from the earliest stages. As for non-essential NPCs, we introduced a policy of not assigning character names to them to prevent potential risks in NPC implementations. We are steadily moving forward with specifications and rules for avoiding the issue altogether.With these improvements now implemented, we hereby report these measures as our official response to the matter. Thank you very much for continually supporting COVER Corporation (hereinafter referred to as "COVER Corp."), hololive production, and especially our talents. At COVER Corp., we have implemented measures to combat defamation/slander and other infringements of rights (hereinafter referred to as “infringements of rights”) towards the company and our talents through the relevant teams internally and lawyers.&nbsp;The following are the measures we have implemented over the past year, from January to December 2024.<h3 style="text-align:justify" id="h281ca3bf89">Measures Taken to Combat Defamation and Other Infringements of Rights Toward COVER Corp. Talents</h3>No. of Cases Addressed: 252 We are continuing to report deletions in cases of infringements of rights on internet forums and social media platforms, etc.COVER Corp.’s Legal and Intellectual Properties Division and legal representatives deliberated the above addressed cases, and implemented legal measures (requesting the disclosure of sender information; hereinafter referred to as “disclosure requests”) for any particularly malicious cases, with the most prominent ones outlined as follows.<h4 style="text-align:justify" id="h2a28b27ff7">1. Measures against infringements of rights on social media posts and online forums</h4>Disclosure requests have been made or prepared to be made regarding particularly malicious messages on social media platforms including on internet forums and X (formerly known as Twitter). We cannot disclose any specifics at present as disclosure request legal procedures and private settlement negotiations are ongoing, but we are continuing to address these matters. As well as disclosure requests, we are deleting and reporting content where necessary, and removing accounts that include infringements of rights.&nbsp;<h4 style="text-align:justify" id="h4e56afc5d6">2. Measures against the impersonation of COVER Corp. talents</h4>We are making disclosure requests and filing lawsuits regarding content on social media that is deemed to harass or be particularly disruptive towards COVER Corp. talents, including content that impersonates COVER Corp. talents (such as the spreading of false statements and misinformation). We cannot disclose any specifics at present as disclosure request legal procedures and private settlement negotiations are ongoing, but we are continuing to address multiple cases.<h4 style="text-align:justify" id="h58d5b2acb9">3. Measures against infringements of rights towards COVER Corp. talents outside of Japan</h4>We are continuing to employ legal measures, including the issuing of warnings, through local attorneys to eliminate malicious infringements of rights towards COVER Corp. talents outside of Japan. Moving forward, we will continue to create a structure where we can coordinate with local legal representatives outside of Japan in order to handle infringements of rights as quickly as possible as we continue to expand overseas.<h4 style="text-align:justify" id="h703f151068">4. Legal action against websites that infringe upon COVER Corp. talents’ privacy and other rights</h4>We are making disclosure requests and having websites taken down in cases where undisclosed information regarding talents’ private lives (including information that may be taken as fact despite it being untrue) appear on said websites. In addition to these measures, we are also creating a structure to be able to coordinate as quickly as possible to delete articles and posts from certain “aggregator websites” that may damage a talent’s reputation or credibility.&nbsp;<h4 style="text-align:justify" id="hae17c00d58">5. Measures regarding criminal matters</h4>We are promptly providing information and consulting with jurisdictional police departments regarding social media content that threatens the life or well-being of COVER Corp. talents and or employees, and strengthening patrols and internal security etc. when necessary to ensure the safety and security of all COVER Corp. talents and employees. However, we are unable to disclose any details regarding pending criminal matters at this time.<h4 style="text-align:justify" id="h5b134a01a6">6. Cooperation with other stakeholders</h4>COVER Corp. is currently part of a Anti-Defamation Subcommittee with two other stakeholders: UUUM Co., Ltd. and ANYCOLOR Inc., formed in May 2024. As part of the Anti-Defamation Subcommittee, we are continuing to announce (<a href="https://creator-economy.jp/n/na39d670b4778" target="_blank" rel="noopener noreferrer">https://creator-economy.jp/n/na39d670b4778</a>&nbsp;(Japanese)) specific measures against defamation in instances where stakeholders, including COVER Corp., sought damages and cooperated with the authorities and also to coordinate with each stakeholder to prevent further infringements of rights. We will continue to implement strong measures regarding any malicious behavior targeted at COVER Corp. talents by creating and improving internal structures and coordinating with legal advisors and other relevant parties so that COVER Corp. talents are able to conduct their activities as safely as possible. We at COVER Corp. are truly thankful for the ongoing support for our talents, so we are extremely distressed by the malicious behavior directed towards our loyal fans.
